Upcoming budget 'relief': Tax exemption mulled for salarymen ...

ISLAMABAD:?Salaried individuals and small business owners are likely to receive significant tax relief in the upcoming budget. The government is considering exempting up to Rs350,000 in income from tax calculations entirely.

At present, while a salaried person earning less than that threshold is not taxed at all, one earning even a nominal amount above it is taxed on the entire income.

For instance, someone earning Rs400,000 is taxed at 1.5% on the entire amount. If the proposal under consideration is incorporated, however, the person earning Rs400,000 will only be taxed on Rs50,000 that is above the exempted threshold.

The move, if included in the ruling government?s fifth and last budget before upcoming elections, will benefit roughly 1.1 million salaried taxpayers in the country.

The budget is likely to be announced before mid-June.

Proposals on the table

The proposal was thrashed out at a meeting of tax reforms coordination group on Thursday, headed by Finance Minister Dr Abdul Hafeez Shaikh. Asked if the government was going to review tax brackets, the finance minister said the government will provide ?relief to the masses? in the upcoming budget.

Last year, the income tax exemption threshold, for salaried individuals and business owners, had been raised to Rs350,000 from Rs300,000.

A senior Federal Board of Revenue (FBR) functionary ruled out the possibility of increasing the income tax exemption threshold in the next financial year.

The proposal has currently been shot down, he said, but hastily added that nothing can be said till the finalisation of the budget.

He added though that the government was reviewing the option to lower tax rates on initial income brackets. The purpose is to provide relief as people?s purchasing power is shrinking due to double-digit inflation, he added.

Tax brackets

For business owners, there are five income tax slabs ranging from 7.5% to 25% while for salaried individuals there are 16 tax brackets ranging from 1.5% to 20%.

Business owners with income exceeding Rs350,000, but less than Rs500,000, pay 7.5% in taxes while salaried individuals with income between Rs350,000 and Rs400,000 the tax rate is 1.5%.

The highest rates are applicable for salaried individuals earning more than Rs4.55 million per year, or businesses having an annual income above Rs1.5 million, according to the Income Tax Ordinance. For corporations, the income tax rate is 35%.

Taxing rental income

The government, on Thursday, also considered proposal to tax income from rental property, which is a federal subject under the constitution. A proposal to levy tax on monthly rental income above Rs100,000 was floated, but could not be finalised since the finance minister had certain reservations, sources said.

An FBR official said the authorities will also have to take provinces into confidence. Under the constitution, the federal government cannot levy tax on agriculture income but it has the right to tax rental income.

Love Is...Some Ground Up Hamburg

Ladies, I'm going to brag on my husband today. I believe he deserves it.


The other night, we had family taco night, which we hadn't done in a while. My hubby came home from a long day at work and went to directly making dinner while I watched our daughter play in the living room.


He cooked up the hamburger for our tacos into two separate dishes; one with the taco seasoning and one without just for me because he knows I don't like the spiciness of the seasoning. Then he diced up the tomatoes for me (even though he doesn't like them himself). And spread out all the fixings that my son and I like on the table.






We took turns eating so that one of us could feed our toddler and the other could enjoy dinner while it was still warm.


When dinner was finished, I mentioned I wanted to use the extra hamburger for my lunch the next day. He apologized that there wasn't a lot of meat left since he wasn't sure how much to leave out for me that wasn't seasoned. I was a little disappointed that there was just a little bit left, and I guess he could see that in my face (though I told him it was fine, I could make do with what we had).


He went out to the pharmacy to pick up some things that I needed and came home. Then I saw him in the kitchen again cooking and asked him what he was making, thinking that maybe he was making his lunch for work ahead of time.


He told me that he was cooking hamburger.


He had stopped by the grocery store on the way home and picked up some more so that I could have it for my lunch. And he took the time to cook it up for me and store it in the fridge to save me from having to do it.


When I put together my lunch the next day, I couldn't help but smile and be reminded of the sweet thing that he did for me. It was something simple, but that simple thing was done with so much love behind it.








I am one blessed woman to be married to a man who demonstrates love every day with simple actions.


Thank you honey for loving me like that.

Apple offers refund over Australian 4G iPad confusion

Confused over Apple's liberal use of the 4G moniker? The Australian Competition and Consumer Commission reckons you have a point and took those concerns to Apple Australia. The company has now responded to the country's federal court, offering to contact -- by email -- everyone who bought the retina-screened slab and promise a refund if they felt misled over its connectivity capabilities. Sam Worthington Laughs Off 'Titans' Hair Controversy

'I got more criticism about my hair than Jennifer Aniston did when she started 'Friends,' ' the 'Wrath of the Titans' star quips to MTV News.

When previews began to play for "Wrath of the Titans," the follow-up to 2010's "Clash of the Titans," the element of the trailer that got the biggest reaction wasn't the mythological beasts or the battling gods, but the longer locks on star Sam Worthington's head.

Gone was Perseus' anachronistic buzz cut from the original — a nitpicking problem for some who saw "Clash" — and in its stead was Worthington's naturally curly hair.

"I got more criticism about my hair than Jennifer Aniston did when she started 'Friends,' " Worthington quipped to MTV News.

With so much of the attention leading into the film's premiere focused squarely on Worthington's head, the actor told MTV News he isn't too worried about those people's opinions. "My brain goes, 'If that's the only thing you're going to be focusing on, maybe you should get out more,' " Worthington said.

Liam Neeson, Worthington's co-star, offered some kind words about the change in hairdo.

"His hair was good," Neeson said.

"The hair was good," Worthington agreed.

Within the fictional realm of "Wrath of the Titans," the change in hairstyle makes sense for its own reasons. "The story jumps 10 years," Neeson said. The sequel picks up a decade after the end of "Clash of the Titans." Perseus is now a father and recent widower, and it isn't long before his deadbeat dad Zeus comes a-callin', asking for help once more.

Still, Worthington continued to make light of the hairy discussion, suggesting that if the franchise were to continue, his hair options have no bounds. "It took Perseus 10 years. If we did another one, I'd just go longer. I'll just keep going," he said. "By the time you get to 'Wrath of the Titans 10,' I'll look like Cousin Itt."

"And each hair is a demigod," Neeson added. "Think about that."

A planetary system from the early Universe

ScienceDaily (Mar. 27, 2012) ? A group of European astronomers has discovered an ancient planetary system that is likely to be a survivor from one of the earliest cosmic eras, 13 billion years ago. The system consists of the star HIP 11952 and two planets, which have orbital periods of 290 and 7 days, respectively. Whereas planets usually form within clouds that include heavier chemical elements, the star HIP 11952 contains very little other than hydrogen and helium. The system promises to shed light on planet formation in the early universe -- under conditions quite different from those of later planetary systems, such as our own.

It is widely accepted that planets are formed in disks of gas and dust that swirl around young stars. But look into the details, and many open questions remain -- including the question of what it actually takes to make a planet. With a sample of, by now, more than 750 confirmed planets orbiting stars other than the Sun, astronomers have some idea of the diversity among planetary systems. But also, certain trends have emerged: Statistically, a star that contains more "metals" -- in astronomical parlance, the term includes all chemical elements other than hydrogen and helium -- is more likely to have planets.

This suggests a key question: Originally, the universe contained almost no chemical elements other than hydrogen and helium. Almost all heavier elements have been produced, over time inside stars, and then flung into space as massive stars end their lives in giant explosions (supernovae). So what about planet formation under conditions like those of the very early universe, say: 13 billion years ago? If metal-rich stars are more likely to form planets, are there, conversely, stars with a metal content so low that they cannot form planets at all? And if the answer is yes, then when, throughout cosmic history, should we expect the very first planets to form?

Now a group of astronomers, including researchers from the Max-Planck-Institute for Astronomy in Heidelberg, Germany, has discovered a planetary system that could help provide answers to those questions. As part of a survey targeting especially metal-poor stars, they identified two giant planets around a star known by its catalogue number as HIP 11952, a star in the constellation Cetus ("the whale" or "the sea monster") at a distance of about 375 light-years from Earth. By themselves, these planets, HIP 11952b and HIP 11952c, are not unusual. What is unusual is the fact that they orbit such an extremely metal-poor and, in particular, such a very old star!

For classical models of planet formation, which favor metal-rich stars when it comes to forming planets, planets around such a star should be extremely rare. Veronica Roccatagliata (University Observatory Munich), the principal investigator of the planet survey around metal-poor stars that led to the discovery, explains: "In 2010 we found the first example of such a metal-poor system, HIP 13044. Back then, we thought it might be a unique case; now, it seems as if there might be more planets around metal-poor stars than expected."

HIP 13044 became famous as the "exoplanet from another galaxy" -- the star is very likely part of a so-called stellar stream, the remnant of another galaxy swallowed by our own billions of years ago.

Compared to other exoplanetary systems, HIP 11952 is not only one that is extremely metal-poor, but, at an estimated age of 12.8 billion years, also one of the oldest systems known so far. "This is an archaeological find in our own backyard," adds Johny Setiawan of the Max Planck Institute for Astronomy, who led the study of HIP 11952: "These planets probably formed when our Galaxy itself was still a baby."

"We would like to discover and study more planetary systems of this kind. That would allow us to refine our theories of planet formation. The discovery of the planets of HIP 11952 shows that planets have been forming throughout the life of our Universe," adds Anna Pasquali from the Center for Astronomy at Heidelberg University (ZAH), a co-author of the paper.

Motorola and Nextel launch the i867 Push To Talk smartphone in Brazil

Motorola have pulled the wraps of their latest entry level device, the i867. This one is destined for Brazil via Nextel, and will be available in a couple of promotions on the carrier. 

So what do we have? One of the biggest features that they're pushing with this device is the Push To Talk two-way radio. Such features are still pretty desirable around the world, despite not being something we usually look for around here. 

Otherwise, specs are definitely low end. 3.1-inch screen, an included 2GB MicroSD card -- support is there for 32GB though -- and Android 2.1. Thats right, it launches with Eclair. Low end or not, that's pretty unacceptable in 2012. The i867 is available from Nextel now.

A quarter of all police shootings involve unarmed suspects. In a few recent cases, officers mistook cell phones and hairbrushes for guns, and shot and killed the victims. Now a study may explain?in part?these errors. Researchers found that when a person holds a gun, they?re more likely to think they see a weapon being carried by another. That study is in the Journal of Experimental Psychology: Human Perception and Performance. [Jessica K. Witt & James R. Researchers had volunteers hold a Wii handgun or a foam ball. Then they flashed images of people either holding guns or objects like soda cans, and asked volunteers to decide if they'd seen a weapon. The subjects holding the Wii gun were more likely to mistakenly see a gun in the hands of their onscreen 'foe.' When researchers varied the experiment, subjects holding shoes were more likely to see shoes onscreen.

The reason, the authors say, is that just planning to possibly use an object?like a pistol?might prime the brain for spotting that object. Which might be a great advantage for quickly noting when a suspect is indeed armed. But can cause tragic overreactions when there?s really no gun in sight.

INTERVIEW WITH PROFESSIONAL PET PHOTOGRAPHER MICHELLE PELBERG

BONNIE: Michelle, I?m interested to hear how you got started in pet photography. Is this something you always planned to do?

MICHELLE: Though I certainly always wanted to work with animals, photography wasn?t my original plan. When I was 7, I got my own snake and from then on, I?ve had a particular love for reptiles. For a long time, I wanted to be a herpetologist (studying reptiles and amphibians) but eventually wound up studying zoology for about a year.

I decided it wasn?t for me and instead enrolled in a graphic design school with a goal to design the packaging for pet products.

That changed when the first ?real? photo I took became the cover of a local magazine.?From there, I moved to California to attend photography school. There, I quickly developed a reputation as the girl who always brought strange creatures into the studios for my projects. The rest is history. I finally achieved my goal to work with animals.?It just took me several paths to get there.

BONNIE: What would you say is your favorite part of your job?

MICHELLE: I?ve been working as a professional photographer for about four years now, and my favorite part is when owners -- or even just people who happen across my site -- write to tell me how much they love the photos and how I really capture the personality of my subjects.?My goal isn?t just to photograph a Labrador. My goal is to photograph Chester... who happens to be a Labrador.

BONNIE: What does someone need to be a good pet photographer?

MICHELLE: The top requirement is patience.?You?re going into a pet?s home with a bunch of equipment that is foreign to him... and a little scary.?Then, you have an owner who is desperate for their pet to do his best trick. Of course, the pet won?t. So, you?re left with a frustrated owner and a confused pet on your hands. If you can keep your cool through this, and help your subject relax and be himself, you?ll get some great shots.

BONNIE: Would I need a studio if I wanted to do this?

MICHELLE: No, all of my work is done on location.?This can be the pet?s home, the home of the owner?s friend or even a park.?You don?t need a studio to start doing this, but you do need some of the equipment that comes with a studio.?I use professional lights that I take with me and set up in the home. You have to let the location of the shoot be your studio.

BONNIE: What are a few tips you?d give to someone who?s interested in selling pet photos?

MICHELLE: After I graduated school, it took me about six years to decide that I could do this ?for real.? Now, I?d tell myself to start right out of school.?There?s no reason to be afraid.

And if you?re like me and you?re not a very big fan of approaching strangers or giving public talks, I?d advise taking some speaking classes or maybe joining your local Toastmasters club.?In order to network, you need to be good at that kind of thing.

UFC, eh? UFC will head to Canada three times in 2012

Mark your calendars, Canadian fans. The UFC announced today they will visit the home and native land of welterweight champion Georges St. Pierre three times in the remainder of 2012.

They will start in Calgary on July 21, where Jose Aldo will fight a yet-to-be-named fighter. After that, it's UFC 152 in Toronto Sept. 22, and UFC 154 in Montreal Nov. 17. St. Pierre, who was present at the press conference, announced the Montreal date.

GSP also gave an update on his health, saying he is progressing smoothly and is hoping to be back by November.

"When you get an injury like I have and you're off for a long period of time, the only thing you wish is to get back fast as possible," he said. "I don't know if it will be in the U.S. or Canada, but I wish and I pray that I have a chance to perform in 2012. No matter where it will be, I want to come back and fight in 2012."

St. Pierre is a native of Montreal, and has enjoyed great success when fighting in front of the rabid home crowd Canada can provide. His last two fights were won in Canada, and he exacted revenge on Matt Serra, one of the few men to beat him, in Montreal.

Though he isn't likely to rush his recovery from an ACL tear, he also has plenty of motivation to be ready to go on Nov. 17.

After being pursued by teams around the NFL, the QB with four MVP awards is headed to the land of John Elway and Tim Tebow, agreeing to a contract with Denver that could make the Broncos an instant Super Bowl contender. It could also send one of the NFL's most intriguing young players packing.

So much for Tebowmania.

Manning called Elway on Monday morning and told the Broncos executive that he had chosen Denver over the Tennessee Titans and San Francisco 49ers in the wildest free-agent chase of the offseason.

The Broncos and Manning's agent then hashed out details of a deal that's expected to be worth about $95 million over five years.

If they can reach an agreement, Manning could sign the deal and be introduced at a news conference as early as Tuesday.

Manning was wooed to Denver by Elway, the former QB who led the Broncos to two Super Bowl championships and now serves as their vice president of football operations. Elway never sounded all that convinced Tebow was the answer at the sport's most important position, and now could trade the hugely popular QB who energized the Broncos in a run to the playoffs last season but was plagued by erratic play.

Manning turns 36 on Saturday and missed the 2011 season because of multiple neck surgeries, which made him expendable to the rebuilding Indianapolis Colts. They cut him March 7 rather than pay a $28 million bonus.

But Manning's success in the past made him a prize that teams from San Francisco to Miami felt they couldn't pass up.

"There's a lot to be excited about," Broncos defensive end Robert Ayers, a fellow Tennessee alum, said outside the team's complex Monday. "Just being on his team is going to make you want to play better."

By luring the elite QB to Denver, Elway has delivered his biggest victory for the Broncos since he led them to their second straight Super Bowl title in 1999. He retired shortly after that 34-19 win over Atlanta and the Broncos have won just two playoff games since.

Manning won an NFL championship in 2007. And although no starting QB has ever earned a Super Bowl ring for two different teams, when he arrives at the Broncos' headquarters to sign his new deal, Manning at least can see the two Lombardi Trophies in the lobby that Elway won when he was 37 and 38.

Elway returned to the Broncos last year after the franchise hit rock bottom with an embarrassing scandal ? the team was caught videotaping a 49ers practice ? and a 4-12 season that cost coach Josh McDaniels his job.

It was McDaniels who drafted Tebow with the 25th pick of the 2010 draft.

The big question now facing Elway now is what to do about Tebow, who has three years left on his contract.

Tebow took over a 1-4 team from Kyle Orton last year and led the Broncos to an 8-8 finish and the AFC West crown with a series of stirring comebacks that captured the attention of the football world and beyond.

Tebowmania reached its apex in the playoffs, when he threw an 80-yard touchdown pass to Demaryius Thomas on the very first play of overtime to beat the Pittsburgh Steelers. The next week, though, Tebow was smothered by the New England Patriots, who easily eliminated the Broncos, 45-10.

Afterward, Elway declared Tebow was the Broncos' starting quarterback heading into training camp this summer but said the southpaw would have to improve his flawed mechanics and footwork to win the job heading into the season.

He also said he'd spent time tutoring Tebow himself and would add more quarterback competition through the draft and free agency.

Did he ever, landing maybe the most sought-after free agent in NFL history.

Several Broncos predicted the free agency floodgates will swing wide open once Manning officially joins the team.

"I think we'll sign some guys, probably a few guys, like Dallas Clark, Jeff Saturday, guys waiting to see what Peyton was going to do," Ayers said. "Defensive guys want to play with a lead, and I'm pretty sure guys are going to assume Peyton will put up points in this offense, we have some weapons."

Linebacker Joe Mays, who re-upped with Denver for three years and $12 million, said, "I can't wait to see the finished product and get a chance to go out there and hit the field."

The whirlwind courtship began two days after Manning stood alongside Colts owner Jim Irsay at an emotional farewell news conference. The Broncos flew Manning into town on a chartered plane and he then spent the day with Elway, coach John Fox and general manager Brian Xanders.

From there, Manning crisscrossed the country in search of a new team, as various clubs chased a guy with more than 50,000 yards passing, nearly 400 touchdowns and 11 Pro Bowl selections. After Denver, next up was a meeting with the Arizona Cardinals, and he also spent time speaking with ? or throwing for ? the Titans, 49ers and Miami Dolphins.

Last week, Manning worked out for Elway and company in North Carolina at Duke's athletic facilities. Elway said afterward that Manning "looked comfortable" throwing the ball.

A few days later, Manning decided he wanted to trade in his Colts horseshoe helmet for one adorned by a Bronco.

The move allows him to stay in the AFC, a conference he knows well and one considered weaker than the NFC at the moment, and would re-establish the tantalizing prospect of playing against his brother, New York Giants quarterback Eli, in a Super Bowl.

They already have three titles in the family ? Eli with two. Now the older brother has a chance to even the score.

Colorado Gov. John Hickenlooper chimed in Monday, saying he hoped Tebow wasn't going anywhere and could serve an apprenticeship under Manning.

"He's a young man, right? And a year or two of working under John Elway and Peyton Manning, you know, I'm not sure any other quarterbacks around the country get that opportunity," Hickenlooper said.

Colorado Rockies first baseman Todd Helton, who was Manning's backup at Tennessee, said he never tried to talk Manning into coming to Colorado but was impressed by the zip on Manning's passes when he worked out with him at Duke earlier this year.

"He was fine. I kept telling him how impressed I was, how far he'd come since he came out after he had surgery," Helton said. "I'm an untrained eye, but I knew it hurt when I caught it."

With Manning joining the Broncos, oddsmakers in Las Vegas immediately made Denver one of the top choices to win the Super Bowl next season, which will be played in Manning's hometown of New Orleans.

Vikings spread mouse species to Greenland, Newfoundland, study finds

A genetic study of house mice suggests that the species was spread by Vikings between the eighth and 10th centuries. ?

Between the eighth and 10th centuries, Vikings were exploring and spreading into Greenland, Iceland and Newfoundland. Now, a new study finds that these notoriously fierce people brought with them some fluffy stowaways: house mice.

Vikings appear to have brought the house mice with them when they arrived in Iceland and Greenland, according to a genetic analysis of the tiny rodents. The descendents of these Viking mice can still be found today in Iceland, though the?Greenland mice died out?and were replaced by their Danish cousins.

"Human settlement history over the last 1,000 years is reflected in the genetic sequence of mouse mitochondrial DNA," said study researcher Eleanor Jones of the University of York and Uppsala University in a statement, referring to DNA found in mitochondria, or the energy-producing centers of cells. "We can match the pattern of human populations to that of the house mice."

Like many explorers,?Vikings?brought along livestock on their expeditions. On such journeys, uninvited tagalongs are inevitable. Jones and her colleagues conducted genetic testing on modern mice in Iceland, Greenland and northwest Newfoundland where Vikings are known to have explored. They also tested old mouse bones found at archaeological sites in Greenland and Iceland.

They found that the house mouse subspecies?Mus musculus domesticus?showed up in Iceland from Norway or the North British Isles in the 10th century ? matching the time period of the Vikings' arrival. From there, the Vikings and their mice went to Greenland. [Gallery: Invasive Species]

Today, the descendents of these Viking mice are still found in Iceland. But for reasons unknown,?Mus musculus domesticus?would later die out in Greenland, the researchers report Monday (March 19) in the journal?BMC Evolutionary Biology. Today, the mice in Greenland are?Mus musculus muscularis,?a subspecies that likely came from Denmark during expeditions after A.D. 1500 or later, after the country colonized Greenland in the 1700s.

The researchers found no evidence of Viking mice in Newfoundland, despite the likely presence of a Viking settlement there around A.D. 1000. It's possible that the Vikings did inadvertently bring mice to the area, the researchers suggest, but the mice may have died out when the Vikings moved on. Mice can sometimes survive in wild populations, the researchers wrote, but they often depend on human villages or cities as their habitat. Today's Newfoundland mice are a subspecies that spread all across the world during the 1700s on British sailing ships.?
